I'm guessing that like all Daily Mail-lite style stories there's a lot more going on here than were baing told.

Is she realiy suicidal? Or is there an alternative explanation for her actions that some psychiatric examination has shown, which means that an ASBO will actually help her?

Somehow, I suspect the latter rather than former. It's a lot easier to write a sensational story than to find the full facts - especially if they're medically confidential.
