dumbing down the weather forecast

from BBC Online comes the news that "Television weather forecasters may soon use simpler terms for their predictions".

is the great British public really unable to understand "chilly in isolated areas"?

On Breakfast this morning it was presented as the BBC being more positive and cheerful about the weather.
