I wondered if this would happen when the idea of using GPS for road charging was floated - if you're already tracking people for that, why not also see if they've been speeding?
On the one hand, it's appalling.
But if the device was a decent navigation system, telling you where you were, what your options were to get to your desired destination, what the cost would be ('You can go via the M6 for £5. Wait for an hour and it'll be £3. Or you can go via the A267 for £2.50') then I could see it being accepted.
